It came about during the early altcoin boom when dozens of shady copycat coins were launching daily on the forum. The whole joke was creating a coin that openly admitted to being a scam. The consensus mechanism was called 'Proof of Scam' - you had to prove you scammed someone to mine blocks. Pure meta-commentary on the crypto culture of 2013. Now it's back.
