The Crypto Clarity Act (ACT C), formally the Digital Asset Market Clarity Act of 2025 (H.R. 3633), is a bill passed by the U.S. House of Representatives that seeks to establish a federal regulatory framework for the digital asset market. It aims to resolve regulatory uncertainty by classifying digital assets into categories like "digital commodities" and "investment contract assets" and assigning oversight responsibility to the appropriate agencies, primarily the Commodity Futures Trading Commission (CFTC) for digital commodities and the Securities and Exchange Commission (SEC) for investment contracts. The Act also includes provisions for investor protections, such as requiring customer asset segregation and risk disclosures, and would transition tokens from a "security" status under SEC jurisdiction to a "commodity" status under CFTC jurisdiction if the underlying blockchain becomes mature and decentralized.
